Yes all of VOO is going to be in VTI (well about 99%) Yes VTI and VOO both have their highest weight in AAPL and MSFT. But if you had equal shares VOO and VTI then the weight in AAPL and MSFT would essentially be the same if you just had one or the other so I don't really get the overlap issue if you are aware of it.
