I think you make some good points here, a cd increase is probably an easy fix, but a 100% increase is quite heavy-handed unless we have data to support it. I think the change would be fine, but I also think this game is too easy at this point in my skill growth, so I am probably in the minority in quite a few of my opinions for that reason.

Just like a Petal Bloom build you want to focus on finding rapid fire weapons that spend ammo fast and land a lot of hits quickly. The best weapon for the fox is the Cloud Weaver because you can keep firing with it whilst you are casting your ult/meteors. It's a pretty good Injector for a Spores/Shotgun build too. Cloud weaver and meteor spam.The payoff is just not large enough considering how rng dependant the grenade build is. A point in this can also be ok in any build since in Reincarnation+7 the enemy hp bloat is high enough that you can't kill small rushdown enemies with a single non-upgraded grenade.
