I think Burston Prime is better because DPS and Burst dmg is better. Latron Prime is my favourite. I prefer weapons that favour accuracy and fewer shots over more shots and favour spamming. Whatever suits your play style, both are viable. The damage Burston can do in 2 seconds the Latron needs 3 seconds.I have the Burston Prime with 3*V (7/8 slots filled with max mods) and it's a great weapon (it doesnt compare with the holy trinity Synapse-Soma-Ogris) but imho, it's in top 7 or something to me... The Burston Prime is one of the best guns in the game. It's well rounded. If you can get past the burst fire feature. It's not the most suitable for long range play. Adding heavy caliber kinda kills the accuracy.
