There's a separate fuse for the power window relay control circuit; it's fuse #26 (7.5 Amps) in the cabin fuse box. It's identified on page 12-7 of the Owners Manual as Power window relay. Remove that fuse and then turn the key to ON and see if the clicking has stopped. If it stops, then there's something wrong in the window system.
