Cast bars and power bars have been detached and moved to the centre. You can do that via the toggle option, just click on the bar and move it. Weakauras is good, but requires a lot of setup and "modules" to customize. Probably the one most commonly used by the community. My preference though, and an easy one to set up that is very customizable with a lot of more sought after functions is iceHUD. This is my go-to. One of the main difference between Tukui and Elvui is that Tukui is designed around Blizzard default UI, whereas Elvui goes along the same premise but with a lot of extra features already built in (take the GUI for an example).
