It's not a choke - it's an enrichener - when the cable is pulled it opens to enrich - a choke closes to enrich. If the cable is bad, the enrichener never closes causing a rich mixture at idle. Cleaned the tank, new filter in the tank, soaked the carb for a few days, blew everything out and it fired right up.
