It's less horde shooter, more glass cannon (for both you and the cops). You only get 9 heists, (6 base game, 2 DLC, 1 PC exclusive) but they've been filled with multiple little touches and details that make them still fun to replay. Teamwork is much more incentivised, rather than Payday 2's sense of "generally try to assist each other".
The game is a few steps above mid games like Rockay City and more just that the gameplay and content of Payday 3 is vastly overshadowed by the legacy of 2 and fails to live up.
