There are a few different ways to know if you are dealing with a scav or a PMC. One of the easier ways is the footsteps can be very different, but depends on their weight and gear. You'll find that the heavier sounding footsteps are PMCs and Scavs sound kind of like they wear plastic bags on their feet.

You can only bind keys for your scav when you're on your scav and press Y twice (or whatever the button is, I changed mine) to bring the menu up. As PMC its easy - shoot all that moves (or hide). As Scav ylu have to learn how are scavs looking. AI scav will not shoot you, player scav might. When you play as a scav just shoot no one. Later on you can try to kill some raiders or rogues, but the best way to play early on is to run away and extract with any shit.

This situating of long scav times or spawning as a scav with only 10 minutes left in the raid when you spawn in is a direct symptom of most of the players over scaving.
