It depends on the garage in question, as well as whether or not you're using any mods that encourage citizens to use parking. To function properly a garage needs parking markers, which most will have. If it's a park and has an attraction value, it will also see use, even without mods. Citizens will want to go visit it and hang out "inside" it.
