Bonelib loads on game startup, just the mod menu doesn't show up in my game. I had this issue and the bone menu was in the settings. I also needed to update to "patch 3". I'm on oculus store so I had to scroll down on bonelab in the show description and click version number then go to public beta. I have all the prerequisites installed and working (pretty much just melon loader and Runtime 6.0) with the BoneLib.dll and BoneLib.XML in the Mods and BoneLibUpdater.dll in Plugins in my steam folder. Every time i try to open the game, Melon loader freezes at "Initializing Mod: BoneLib 2.2.1" and then closes itself without opening the game.

Check if the mod folders (the folders you put into the folder named "Mods") are named something like: Mapname.Creatorname If that is not the case try to rename that folder and reboot bonelab.
