But they dont have action surge. I would say 3 attacks at lvl 11 fighter is better then most subclass features for ranger at lvl 11.

EA items are already heavily favoring increasing amount of actions and the valor bard dials that up. Lore bard is better in Table Top because of magic and Skills, but it isn't as good in the game because it isn't done yet. Valor bard is better in the game because of medium armor and weapons.
