From someone who dropped 2 handles as tank, i can say that the best things for f7 tank on a tight budget without clearing setup would be the normal 3/4 and reaper mask with giant reforge. This also comes with the standard blue whale (preferably legendary) with a pet item of your choice.

There's no need for that single target dps (which is the whole point of the play stile), since even a spirit scepter could do enough damage to kill the wither bosses. If you really wanna go for it, hype is not required since SS is as good as hyp at clear/boss with enough cata levels.
