The wishes were datamined by finding the wishplate(the circular background the wishes were on), and then reconstructing them. Datamining the wishes doesn't mean that no where in destiny 2 game files did there exist a wish code for wish 3 and 15. What it means is that there is no wish plate for wish 3 and 15 like there is for the other 13 wishes.
